Hi Mantalorians!

As promised, here comes another runtime upgrade for Calamari as the next step in enabling cross chain transfer! This is a runtime only upgrade, so need to update your nodes.

Priority: Low.

The two main changes included in this runtime upgrade are:

Changing the receiving account of XCM fees from the Asset Manager's default account to the Treasury account, which also accrues the native transaction fees.
Setting AssetManager's native asset (the KMA native token) configurations, as well as setting the starting id for all the non-native assets.
